History or Story of a 71-Year Journey

Institute of Public Finance, which is the beginning of the Centre of Public Finance Research was established in 1949. Ord. Prof. Dr. Fritz Neumark has been appointed as the first director of the Institute. Prof. Neumark assigned his duty to Prof. Orhan Dikmen in 1952. Among the directors of the Institute of Public Finance, there are also famous names in the science of public finance such as Prof. Dr. Memduh Yaşa and Prof. Dr. Bedi N. Feyzioğlu.

Since its foundation, the Institute of Public Finance has carried out many national and international activities. No doubt, Public Finance Institute Conferences are the leading ones. Conferences by hundreds of scientists, experts, bureaucrats, and statesmen have been published regularly since 1955. The Institute of Public Finance not only published conference papers, but also published important books of its time and translations of famous works published in foreign languages, and presented them to the scientific world.

Thirty-three-year journey of the Public Institute of Finance, which started in 1949, has been going on for 30 years under the name of Centre of Public Finance Research pursuant to the provisions of the Provisional Article 2 of the Academic Organization Regulation in Universities published in the Official Gazette dated 18.02.1982 and numbered 17609, like all institutes that did not implement a postgraduate education program prior to Higher Education Law No. 2547

The Journal of Centre of Public Finance Research, which is the academic publication of the Centre of Public Finance Research published since 1955 has been a refereed scientific journal since 2000 and has been indexed/abstracted by the indexes/databases since 2012. The Centre (and Institute) has carried out important tasks in the formulation of fiscal policies, tax reform studies, and formulation of fiscal legislation with the studies, conferences, and reports it has prepared. The library of the centre, consisting of more than 10,000 books and other scientific publications, has been the richest library of the Faculty of Economics after the central library until 1999. Due to the renovation of the Central Building, which was damaged by the earthquake in 1999, books and other scientific publications transferred to the Central Library of the Faculty of Economics.

Legal Basis

1-    Higher Education Law No. 2547 and Academic Organization Regulation at Universities (Framework Regulation)

The first legal basis of the Centre of the Public Finance Research is the Provisional Article 2 of the Academic Organization Regulation at the Universities issued in accordance with the law numbered 2547. The provision of the article is as follows:

“The institutes that are not established by the law and established before the Law No. 2547 entered into force, which do not provide graduate or doctorate education independently and whose main duties are research or practice and, can continue their activities as a research or application centre with the decision of the relevant university senate.”

2-    Centre of the Public Finance Research Status (Secondary Regulation)

The establishment and activities of the Centre of the Public Finance Research regulated by the Statute accepted in 1982.

Journal of Public Finance Studies, which is the official publication of Istanbul University Faculty of Economics, Finance Research Center is open access, peer-reviewed, a scholarly and international journal published two times a year in May and November. It was founded in 1955. Manuscripts submitted for publication should be in Turkish or English.

Aim 

Journal of Public Finance Studies aims to publish theoretical and applied studies on financial science; finance, public economics, and public sector, and aims to provide an international platform that contributes to scientific knowledge.

Scope

Public finance, public economics, public policy, fiscal policy, public budgeting, behavioral finance, taxation, and related subjects constitute the scope of the journal. The target group of the journal consists of academicians, researchers, professionals, students, related professional and academic bodies and institutions.​
